This is something I have been wondering about, and quite frankly, this is exactly the sort of topic that will lend itself to discussion here in the forum.
Personally. I love to use collar controls. I do NOT mean that I want to make the control the central theme in the role play, but as a means to enhance the role play. Any I have RPed with know that I am verbose and make an effort to emote descriptively. Honestly I am of the opinion that a role play scene can be done well, even if the characters are not inworld together. After all, the first role plays were done in chat rools with no animation at all.
This doesn't mean that the experience can't be enhanced by use of RLV and collar controls. With Open Collar Six now in wide distribution, we have available an even more advanced and greatly enhanced platform. New apps are available that can be used to greatly enhance the submissive's experience and in doing so elevate the experience of the Domme as well.
I tend to use forced sit quite a but ICly to enhance the interaction with the submissive, but sometimes a restrictive lockdown is the most desirable course.
I would be very interested in hearing from not only Goddesses on how they use restrictions, commands, restraint and all the various capabilities. but from submissives as well about how restrictions effect you in your role play life.

I don't require a collar, really. I may use it just to make posing easier (ie forced sit) or to put on restrictions, but I find a few good words and poses can do a lot more than forced animations.
